For the Colonies.

As regards inspection all police stations report to Secretariat for Chinese Affairs any cases concerning Mui Tail about which they receiva complaints or information. Secretary for Chinese Affairs inmediately investigates all such reports and also all reports of a similar nature which he receives himself directly using European Inspector attached to his Department who goes to the promises indicated and brings partien concerned to see the Secretary for Chinese Iffaire.

In paragraphs 4 and 6 of my despatch of the 28th April No.207, I discussed desirability of appointing an Ina actor solely for Mui Teal affairs and conditions of mich an appointment and selection of a suitable officer are under consideration at the present timo.

As regards payment of Mui Tsai wagas specia. enquiries have recently been made on this point and no case for prosecution has been disclosed, Investigations show in nearly every case observed that more than minimum amount prescribed is paid. In a few Casea no specified sum has been paid regularly but in those cases I am satisfied that the spirit of the law is being observed in as much as girls risive pocket money freely. I have personally paid a number of surprise visits to houses taken at random where registered Mui Taai were living as reported in paragraph 6 of my despatch of the 28th April and found all conditions entirely satisfactory. Prosecutions for employment of unregistered lui Tsai and for bringing unregistered lui Tsai into the Colony are brought on every occasion when such cases are discovered. Law is applied with absolute strictess even though hard cases occur as when a newcomer to the Colony voluntarily reporte to the Secretary for Chinese Affairs, Number of cases since closing down of registration on 1st June 1930 is 28,thirteen of which were in connection with Mui Tsai newly brought, into the Colony. Apart from these cases there is no evidence of evasion of registration.
